                                          FACTORS OF RULE OF LAW


1.Order and Security: Also enforcement of the law.
·         protecting human security, mainly assuring the security of persons and property, is a fundamental function of the state.
·         Citizens must feel safe during daily activities
·         Police must have procedures for dealing with crime, and criminals must face consequences.

2.  Legitimacy:
·         Citizens see the law as worth of following.
·         Citizens have respect in the lawmaking process.
·         Citizens input the law and see laws as fair

3. Checks and Balances
·         Power is divided among branches of government.
·         All branches function effectively.
·         The judicial system is independent from other branches.
·         Elected officials must answer to the function.

4.Procedural Fairness: Also Fair procedures.
·         Decisions will be made on the basis of a set of established rules that are known.
·         The government has rules for legal proceedings.
·         The government follow those rules.
·         The rules for legal proceedings are fair.

5. Equal Application of the Law: Consistent application.

·         Equality before the law is the notion that each person should be treated in the same way by the
·         legal system no matter who they are.
·         Nobody is above the law, not even elected officials.
·         The judicial system treats everyone the same.

6. Access to Justice: Also transparency of institutions.

·         Transparency is what happens in the legal system can be seen and understood by the general public, that courts and tribunals are open to the public, rather than their decisions being made behind closed doors.
·         Citizens have a way to enforce their rights.
·         Citizens have the knowledge they need to get justice.
·         The justice system is available for people to use.
