Study guide for Rule of Law Test.

1. Concept of Justice 
It combines the rule of law and usually hears both sides of the story and does an impartial evaluation of facts involved.
Symbols
The sword represents the coercive power that courts have to punish those who do not follow the law.
The scale represents the weighing of evidence or claims.
The blindfold represents impartiality of court. It means justice should be established without fear or favor, regardless of money, wealth, power, or identity.

Transparency of institutions:   Access to justice : Factor of the rule of law that states citizens should be educated about their rights and how to defend them
Enforcement of the law :Order and security : Factor of the rule of law that would have a thief arrested for stealing.
Decisions based on the law : Legitimacy: Factor of the rule of law allows citizens to voice their opinions during the legislative process (writing of laws).Accountability to the lawConsistent application of the law :Equal application of the law: Factor of the rule of law states that states nobody is above the law.
Fair procedures :Procedural fairness:Factor of the rule of law that states, if you're arrested for committing a crime, you will be read your rights, will see a judge and will have access to legal counsel.
Checks and balances: Factor of the rule of law allows the judicial branch to strike down laws that violate the Constitution.
